3.13 Test change proposal (TCP). A form used for the proposal and approval of test documentation changes prior to shipboard testing (see figure 1).
3.14 Test elements. Functions, characteristics, or interfaces that may be verified or demonstrated through testing.
3.15 Test outline. A summary description of a single test procedure that provides advanced planning information. For test documentation prepared in accordance with this standard, the test outline is the COVER SHEET, REVISION RECORD, and GENERAL INFORMATION contained at the front of each test procedure. Test outlines include information required to plan for and conduct the test; e.g., test objective, estimated testing time, references, test equipment requirements, computer programs required, prerequisite testing requirements, equipment involved in the test, method statement, and station assignments.
3.16 Test problem report (TPR). A form used to document test procedure, equipment, or computer program problems discovered during test conduct (see figure 1).
3.17 Test procedure. A detailed step-by-step description of the operations to be performed during the conduct of a specific test that allows for demonstration of acceptable installation and operation of shipboard elements and
sub-elements. The total set of test procedures for a specific equipment shall demonstrate acceptable operation of the equipment from initial installation through integration of the equipment into the overall ship system. Test
procedures include information and forms required to plan for and conduct the test; e.g., all of the test outline elements plus additional instructions, safety instructions, initial conditions and setup instructions, detailed steps to accomplish the testing, shutdown and securing instructions, test data recording sheets, test equipment used, and
comments.
3.18 Validation. Verifying the feasibility, safety, accuracy, and efficiency of a test procedure through conduct in the environment for which the test was written. Validation is one method of verification.
3.19 Verification. A process by which the feasibility, safety, accuracy, and efficiency of a test procedure is evaluated through performance of the test. The test procedure may be performed aboard ship, in a land-based test site or industrial plant, or at some other appropriate facility.
4. GENERAL REQUIREMENTS
4.1 Roles and responsibilities.
4.1.1 Ship program managers (SPMs). SPMs for new construction shipbuilding programs shall ensure this standard is invoked in shipbuilding contracts and in Ship Project Directives (or equivalent) that establish a Participating Acquisition Resource Manager's (PARM) responsibilities for Government Furnished Equipment (GFE) and Government Furnished Information (GFI) in support of a new construction ship. Test procedures in accordance with this standard shall be mandatory GFI for all GFE provided for new construction ships and mandatory Contractor Furnished Information (CFI) for all Contractor Furnished Material (CFM).
4.1.2 Participating acquisition resource managers (PARMS). Each PARM that fields systems for shipboard installation shall designate a Test Development Manager (TDM) and a Test Development Agent (TDA).
4.1.3 Test development manager (TDM). The PARM shall designate a TDM who shall be responsible for the technical adequacy of all test procedures provided for use in accordance with this standard. The TDM should be the PARM's Test and Evaluation (T&E) Manager, or the T&E Manager's designated representative on the PARM staff. The TDM shall provide technical guidance, information, and management oversight of the TDA. The TDM provides a review process for Test Outlines and Test Procedures produced in accordance with this standard.
4.1.4 Test development agent (TDA). The PARM shall designate a TDA who shall report to the TDM, and is responsible for the test development engineering process and produces test procedures in accordance with this standard. The TDA will normally be an In Service Engineering Agent (ISEA) staff member with detailed technical knowledge of the system and experience in T&E.
