SAFETY INSTRUCTIONS
[Describe the safety factors that will impact test implementation and the requirements that must be met prior to and during test conduct. Instructions will include safeguards necessary to prevent injury to test personnel and observers, and to prevent damage to equipment under test. Examples are special rigging, rubber deck matting, equipment, procedures, and warnings to be posted.]

INITIAL CONDITIONS AND SETUP
STEP STATION INSTRUCTION
[Provide the necessary steps to establish the initial conditions and equipment setups required to start the test procedure. Appendices that contain standard turn on procedures may be provided as part of the test procedure. The test procedure shall be structured so that no technical data is recorded from the steps in this section. All technical data shall be recorded based on steps contained in the procedure. The information contained in this section is developed in three columns:
a. STEP. Steps shall be sequentially numbered starting with step 1. Sub-headings shall not be numbered. Only operator actions are numbered. As a general rule, for each complete action performed or observation made, a separate step shall be used. Sub-steps may be used when intermediate actions are necessary to perform a complete action. They will be indicated by lower case alpha characters placed in the instruction column.
b. STATION. The appropriate location of the equipment or operator where the action in the instruction is taking place. This includes the location and equipment nomenclature (equipment short title is acceptable) of the station. Subsequent consecutive actions performed on the same unit do not require a station entry.
c. INSTRUCTION. The detailed step-by-step instructions for bringing the equipment under test to a predetermined condition. The system is normally considered to be "powered off." Unnumbered sub-headings may be used to group or identify steps to accomplish an intermediate objective. It is desired that all text be left justified; however, indentation can be used if clarity or cautions/warnings need highlighting.]
